Can I legally drive my hybrid car in the carpool lanes in Washington (WA), where I am the only passenger?

CA allows hybrid car owners to apply for a program where they get a sticker to place on their hybrid cars so that they can drive on the carpool lanes whether they are accompanied by other people or not. Does WA have something similar?
